What is an Energy Supervisor?
Specific responsibilities include:
- Ensuring that the electrical requirements for energy conservation are complied with
- Providing sufficient information to enable the building operator to minimise fuel and power consumption
How many Energy Supervisors will firms be expected to have?
This depends on the volume of work and the geographical spread of the firm’s operations. An Assessor will advise how many Energy Supervisors each individual firm will require.
What criteria will an Energy Supervisor be assessed against?
- All relevant Building Regulations applicable to the work being carried out, but in particular Part L
- The design, installation and commissioning of the electrical work for which the firm is seeking competent person status (i.e. lighting systems, electrical heating systems, building services controls and energy metering)
An Energy Supervisor must:
- Hold a craft-based qualification that demonstrates the required level of “underpinning knowledge” (theory) at Level 3 or better (see list of examples below*).
- Be registered as a Gold Card holder (or higher, subject to qualifications) under the Electrotechnical Certification Scheme (ECS). This will be accepted as proof of relevant competence for the purposes of the scheme.
- Hold a relevant higher level qualification i.e. degree in electrical engineering or a related discipline.
The Energy Supervisor must also have satisfactorily completed a suitable Part L training course recognised by the ECA for the purposes of the scheme within 6 months of joining.
Part L Training
Other courses may also be appropriate and meet the requirements of the scheme. As additional courses become available they will be assessed for their equivalence. Please contact ECA Education and Training before taking a course other than the one listed above to ensure it meets the necessary criteria.
*Equivalent accepted Energy Supervisor qualifications:
- S/NVQ Level 3 in Installing and Commissioning Electrotechnical Systems and Equipment
- NVQ Level 3 in Electrotechnical Services (Installation – Buildings and Structures)
- City and Guilds B or C Certificate
- City and Guilds 236 Part 2 or C Certificate
- City and Guilds 2360 Part 2 or C Certificate
- City and Guilds 2356 Part 2
- City and Guilds 2400
- City and Guilds 2330

What happens if an applicant’s qualification isn’t on the list?
If the applicant’s qualification is not listed or, in the case of higher qualifications, its suitability has yet to be established, contact ECA Education and Training with the following information:
- Applicant’s name, address, email address and telephone number
- A COPY of the qualification certificate
- Details of the place of study
- Supporting information demonstrating the qualification's equivalence to those listed above
